RGB for screens, CMYK for print
Screens create color by adding light, so they use RGB: red, green and blue channels from 0 to 255, where all three at maximum give white. Printers work the other way round — ink absorbs light — so print uses CMYK, the percentages of cyan, magenta, yellow and key (black) ink, where no ink at all leaves the white of the paper.
This converter uses the standard mathematical formula, which is fine for a first estimate, for filling in a CMYK field in a layout app or for a conversation with a print shop. It does not use an ICC color profile, so the real printed result depends on the paper, the inks and the press. Very bright RGB colors, such as neon greens and electric blues, lie outside what CMYK inks can print and will look duller on paper, so ask your printer for a proof when color matters.
